The MAX7219 driver IC uses the SPI bus and can be driven from pretty much any development platform - Arduino, AVR, PIC, Raspberry Pi, and more. 

Use the options menu to select your desired color - red, blue or green:

Boards are assembled and the inline header pins are soldered to the board.
