Now available from PMD Way is the WS2811 LED driver IC in packs of one thousand. 

Using the WS2811 and your own LED you can make your own addressable LEDs, just like the ones found in popular "NeoPixel" branded LED strips and so on. 

The package is surface-mount SOP-8, not the smallest so you can hand-solder them if you really need to.
