For simpler tasks you don't need a whole Arduino-style board just to blink some LEDs or react to inputs, and a great way to save money us by using a smaller ATtiny microcontroller.

And to save your sanity and time, use this great programmer PCB. As you can see there's a USB cable for direct connection to a PCB for power and uploading the code. Inline header pins are included but not soldered, these are used if you're using an an ISP standalone programmer.
