Charging rate is 5V at 1A, and the UPS HAT can offer up to 3A of current at 5V in operation. The batteries are user-replacable without soldering, as over the years they will deteriorate like any other rechargeable battery.
UPS operation is automatic, battery power kicks in as soon as AC power dies off and vice-versa. You simply power your UPS-Raspberry Pi setup via the micro USB socket on the UPS HAT, not via the Pi's power socket.
