Now available from PMD Way are these useful latching relays. These are different to normal relays in that they change state after receiving a single pulse, instead of needing a constant current through the coil to turn on, then no current to turn off. 

All your system needs to do is send a 12V pulse over the coil pins for 4ms to turn the relay on, then do it again to turn it off, then again to turn it on. You get the idea.
